A business plan is about the future; business continuity planning protects the investment you've made to get the business to where it is now. Without a business continuity plan you may end up with nothing when something unexpected occurs and at a certain point in a businesses evolution is arguably even more important than planning for the future. You can always take the view that if a serious incident occurs then you're quite happy for the business to close without any attempt to resurrect it or treat it as a normal day to day operational issue.
