Jim Bailey appeared as an expert witness at a public inquiry in March 2007 at Reading Town Hall on behalf of T A Fisher and Sons to argue that a scheme of 9 houses at 2-4 All Hallows Road, Caversham should be granted planning permission by a Government Inspector.
The inspector has allowed the appeal and granted planning permission, rejecting Reading Borough Council's arguments that the development would be out of keeping with the character of the area, the design and layout were not of high enough quality and the future development of adjoining land would be prevented.
At the same time, the Inspector dismissed a concurrent appeal for 9 houses and 4 flats. However, the only reason he turned it down was the design and appearance of the road junction.
The proposal includes the demolition and relocation of an electricity sub-station and the erection of a mix of 2, 3 and 4 bedroom houses with garages and gardens. A large TPO protected oak tree will be safeguarded as part of the development, as well as lime trees in the street, which form an important part of the character of the area.
The scheme will provide much needed family homes in a suburban part of Reading with good access to shops, schools, parks and bus routes.
