London Clamps Down on Gas-Guzzling ‘Chelsea Tractors’
London Mayor Ken Livingstone recently announced plans to levy a £25 a day congestion charge against environmentally-unfriendly urban off-roaders. Planned to take effect from 2009, the charge represents the latest move in Mr Livingstone’s was on the gas-guzzling vehicles, often dubbed ‘Chelsea Tractors’.

Mayor Livingstone is determined to reduce London’s emissions of carbon dioxide (CO2), the harmful gas which contributes to the ‘greenhouse’ effect and global warming. In such a densely populated modern city, the unsuitability of vehicles which belch out huge quantities of the gas is all too apparent, and it’s clear that something has to be done in order to minimise further damage.

The aim is for the £25 charge to be levied only against vehicles in Vehicle Excise Duty band G which emit more than 225g of CO2 per kilometre. A sliding scale of charges is proposed which could allow low-emission vehicles complete exemption from the congestion charge from 2008. So, smaller cars in bands A and B may well be exempt from the charge.

There is naturally some resistance to the plans. With many large family cars and ‘people carriers’ affected by the policy, some argue the changes will affect hard-pressed family motorists already struggling to keep up with spiralling running costs.

But Mr Livingstone is adamant: 'By making these changes to the congestion charging scheme we are encouraging people to take into account the impact of their choice of new car on the environment and the planet.'

He added: 'These new proposals will tackle pollution from private vehicles, and ensure that London is leading the way in the fight against catastrophic climate change.'

London's congestion charge currently covers the West End, Westminster, the City and part of the South Bank. The zone is due to be extended westwards into Kensington, Chelsea and Notting Hill in February next year.
