Small Businesses face difficulties complying with Low Emission Zone
From February 4th 2008 The Greater London Low Emission Zone, set by Transport for London, came into force. This will mean that all diesel vehicles exceeding 12 tonnes will either have to have their vehicle engine converted or register to enter the zone at a cost of £200 per day. If an unregistered vehicle enters the zone and does not meet the emission standard, the driver will be fined £1,000. Businesses will be given up to 28 days after the zone comes into effect to ensure their vehicles meet the new standards. From July 2008 the regulation will extend to diesel vehicles between 3.5 tonnes and 12 tonnes with 1.205 and 3.5 tonnes and minibuses affected by October 2008. The FSB is very concerned that many small businesses in Berkshire are still unaware of the scheme. Whilst Transport for London claim to have carried out a wide campaign to raise awareness of the new scheme many small firms outside of the haulage industry will still be unaware of the changes. A recent survey of FSB members confirmed that 35% of respondents were not aware of the scheme and many of those that were aware said they simply could not afford to upgrade their vehicles. Colin Willman, East Berkshire Policy Spokesman said: ”There are many small businesses in Berkshire who travel within the M25 and simply cannot afford to upgrade their vehicles almost overnight. It is not just the transport businesses that will be affected. Equestrian businesses, for example, own older lorries that make the odd journey inside the M25 – It would not be financially viable for these businesses to upgrade at a cost exceeding £2000 overnight.
