All mobile telephones must be designed and constructed ensuring that they meet the government’s requirements; it is recommended that individuals avoid mobile telephones with high with a high Specific Absorption Rate (SAR), which is the amount of radiation absorbed per kilogram of body tissue. In 1999 the Government set up the Independent Expert Group on Mobile Phones (IEGMP) which reported in 2000 under the Chairmanship of Sir William Stewart. This 160 page report (considered by many as "played down" in view of the lucrative auction of third generation wave bands), argued that it could not rule out the existence of a potential health threat from mobile phones and that, pending the outcome of further research, "a precautionary approach" with regard to the use of mobile phone technologies be adopted. It recommended restricted use particularly by children whose undeveloped systems could be more susceptible.
As a result of human laboratory studies using mobile phone signals within existing exposure guidelines, there were
"biological effects that are of a sufficient magnitude to influence behaviour".
Secondly, the IEGMP was concerned that the pulsed nature of signals from mobile phones and masts may also have an impact on brain function.
In fact, the report concluded that "use of a mobile phone can expose tissues adjacent to the antenna to levels of RF radiation more than a thousand times higher than people would normally encounter from base stations".
